Municipality of Tilburg takes a leading position when it comes to digital services. They achieve this partly through their independence in the IT field. These days, for example, they build their Blueriq applications themselves. And that works very well, as it turned out at the beginning of the Corona crisis.

By making smart use of existing Blueriq forms, Gemeente Tilburg was able to be the first municipality to go live with the first corona schemes.

Independence in the field of IT

The Municipality of Tilburg can easily build applications independently. As a result, employees do not have to "line up" with a software vendor to realize change.

Tilburg Municipality wants to be available to everyone. Also for people who are less digitally literate, for example. Here too, Blueriq's technology helps. Tilburg citizens appreciate this approach and score the municipality high in terms of customer satisfaction.

Clarity, simplicity and speed. That's what they like at the municipality of Tilburg. That's why application managers Marc van de Ven and Aron Hardiek build the digital forms for the municipality's website themselves. And they do it well. The secret? Among other things, the intensive collaboration between IT, business and services.

Marc: "For every form we build, we create a team consisting of two IT people, a business expert and a media director. The business expert has the subject matter expertise and knows what needs to be communicated. The media director figures out how to communicate that to the public as clearly and conveniently as possible. Together we create a customer journey. This results in a logical process sequence, a clear step-by-step plan, relevant questions and, last but not least, readable texts. Aron and I can then build this quickly and easily in Blueriq. Modeling is actually a better word. The software consists of modeled 'blocks' that you can stack as you please. In this way, we are able to independently transform complex regulations into an accessible digital form."

Tozo

This approach was also used by Marc and Aron when the Corona crisis erupted early this year and an application form for the Temporary Overbruggingsregeling Zelfstandige Ondernemers (Tozo) had to come online as soon as possible. Not an easy task, but the team managed to have the form online as one of the first municipalities in the Netherlands.

"It was a bizarre and special time," Aron characterizes the construction of this form. "We felt a tremendous drive to do this quickly and well. Entrepreneurs were counting on us, they were waiting for financial relief."

Marc: "We used a previously designed application form from the Self-employment Assistance - a similar scheme - as a starting point. I think that's the beauty of Blueriq, you can always reuse application design. You can also copy links that you have previously made with the Tax Office, DigiD, e-recognition or the municipal basic registration. Another advantage of Blueriq is that you can make adjustments to your design very quickly. When we started building and designing, it was not yet entirely clear what the scheme would look like. That became clear during that week. As soon as new information came along, we could adjust that in our design without much effort."
